OTA LEADERSHIP INDEX

Arsenio Dominguez

ARCHETYPE

The Guardian

What holds, and what fails, under pressure, standards and accountability.

Dominguez operates as a Guardian, his entire posture is defensive of an established international order rather than transformative. He repeatedly anchors decisions to IMO's near-80-year rule-of-law framework, resists legitimizing transit fees from any party including the US, and frames his role as protecting seafarers and upholding principles against geopolitical volatility. His leadership is custodial, coalition-building through institutional consensus.

IN THEIR WORDS, WHY GUARDIAN

I will maintain the message of upholding international law for countries to do the same thing, and for companies at this stage, particularly with the volatility, not to take risks to transit through the strait.

ON IMO'S CONSISTENT MESSAGING AMID CONFLICT

We base all our decisions and all the practices in accordance to what has been happening at IMO for nearly eighty years. The rule of law that continues to allow trade to move over eighty percent of goods for everywhere around the world.

DEFENDING INSTITUTIONAL LEGAL FRAMEWORK

There is no international law basis for any of these mechanisms to be put in place, and for us at IMO, we first focus on the safety of the seafarers.

REJECTING TRANSIT FEE PROPOSALS FROM ANY PARTY
