Keir Starmer is The Reformer in its purest institutional form, a leader who changes systems from inside them. As Director of Public Prosecutions he modernised the Crown Prosecution Service around transparency and evidence-based decision-making. He then applied the same method to the Labour Party, methodically dismantling its factional culture and restoring discipline in service of electability.
