OTA LEADERSHIP INDEX

John Kingman

ARCHETYPE

The Reformer

Changing the system from inside it, principle turned into change.

John Kingman is best read as The Reformer, a leader repeatedly deployed to fix institutions that others consider too tangled to touch. As a senior Treasury official he helped design the UK's response to the 2008 banking crisis, standing up UK Financial Investments to manage the state's stakes in rescued banks. His 2018 independent review of the Financial Reporting Council was unsparing, recommending the audit watchdog be replaced with a stronger regulator, a rare instance of a review that reshaped the debate rather than shelving it. He was also founding chair of UK Research and Innovation, merging nine bodies into one. At Legal & General he pairs that reformist instinct with patient stewardship of long-term capital, backing investment in housing, infrastructure and pensions. His secondary strength is the Steward's institutional care.
