Boris Johnson is The Disruptor by conviction and method, a politician who treats institutional instability as opportunity. As figurehead of the 2016 Brexit Leave campaign he converted anti-establishment sentiment into a constitutional rupture that reshaped British politics for a generation. As Prime Minister from 2019 he prorogued Parliament confrontationally and expelled moderate Conservatives from his own party, repeatedly demonstrating that convention was, for him, negotiable.
